In most countries, it is the police, and the military, who organise the pedophile rings for the top people.
Over a period of 20 years, a vast number of people reported to the police that they were sexually abused by Sir Jimmy Savile.
The police took no action to arrest Savile.

On 10 May 2013, a report by the West Yorkshire Police states that there was no police a cover-up of the sex crimes of Sir Jimmy Savile.
In 1998 West Yorkshire police failed to properly record an anonymous letter that made sexual abuse allegations about Savile.
The letter was forwarded by a Metropolitan police officer who said it was "common knowledge within the team in the late 1980s and early 1990s that Savile was a paedophile".

In West Yorkshire, the Leeds Vice Squad reportedly investigated allegations of indecent assault by Savile on two girls in the 1980s.
